The Small Business and Entrepreneurship Department (SBED) embodies the strong partnership between economic development and entrepreneurship. SBED, which is charged with the responsibility of administrating the Small, Minority and Women-Owned Business Enterprise (SMWVBE) Program, Disadvantaged Business Enterprise (DBE) Program and coordination for US DOT Title VI Regulations as applied to Bexar County’s Federal Highway (FHWA) funded projects, seeks to establish innovative programs that involve new or existing businesses and provide monitoring and compliance.

The Veteran Entrepreneur Program (VEP), established in 2013 and in accordance with Texas Code Sec. 434.022. (2)(c), provides veteran entrepreneurs and veteran small businesses the tools they need to start or grow their businesses. Our team of consultants, who are veterans, business owners, and MBA graduates, are dedicated to your success and our program advisor ensures that our tools and processes help us deliver timely, quality services to veterans, family members, and survivors.

At Texas Veterans Two-Step®️, we are dedicated to helping Veterans become entrepreneurs by taking advantage of a highly valuable benefit offered by the State of Texas.  We streamlined the process for Veterans to form their business entities in Texas with the $300.00 State Fee waived in accordance with Senate Bill 938 (87th Leg., 2021). We assist Veterans with forming their business entities at no cost to the Veteran. Fee waiver for Veterans is available from January 1, 2022 through December 31, 2025.

SBA offers support for veterans as they enter the world of business ownership. Look for funding programs, training, and federal contracting opportunities.
